Feasibility Study and Design of a Collateral Registry

The Government of Lesotho has received financing from the World Bank towards the preparation of the 2nd phase of the Private Sector Development and Economic Diversification Project. The consulting services (“the Services”) include development of a legal framework through which movable assets in Lesotho can effectively be used as collateral and the design of a collateral registry in order to improve access to finance in Lesotho, to provide for stable and predictable loan market, and to diversify the financial services by extending new services to the unbanked population of Lesotho. This assignment is as follows: –Stage I : Undertake situational analysis and needs assessment study –Stage II : Identify policy options and draft legislation –Stage III : Prepare concept design for the collateral registry –Stage IV : Develop software specifications for the registry –Stage V : Prepare a Request for Proposals (RFP) for development of the registry
